The CSIRO SVG team have released PocketSVG 1.0, designed for Windows CE platforms.

The commercially marketed toolkit includes a PocketSVG ActiveX Control with a customized DOM API; a standalone SVG viewer; sample VB applications and sample SVG files.

A 60 day trial version is available from the PocketSVG site, as is online purchase.
