XLink working group publishes W3C NOTE on "XInclude"

The XML Linking Working Group has published a new W3C NOTE: XML Inclusion Proposal, which proposes a general purpose XML inclusion facility.

The note proposes a way of representing document inclusion that can become a part of the XML core effort. A typical invocation might be:
