The W3C has released Modularization of XHTML as a Working Draft, eight months after the end of Last Call.
Modularization of XHTML replaces two of the three XHTML 1.1 drafts. Another draft, XHTML 1.1 - Module-based XHTML, remains in Last Call while Building XHTML Modules has been integrated with Modularization of XHTML.
This draft includes substantial new normative information about namespaces and XHTML, including a section on Namespace Idiosyncracies.
Some of the modules have been restructured, resulting in the creation of a Style Attribute Module, a Name Identification Module, and a Target Module which makes the target attribute available outside of the Frames Module.

The Working Draft includes three normative appendices (A B C) which are essentially placeholders awaiting the time "when the XML Schema becomes a W3C approved recommendation."
